This eighth monthly Environmental Monitoring and Audit (EM&A) report presents the EM&A works carried out during the period from 15th June 2006 to 14th July 2006 in accordance with the EM&A Manual.

Leighton Contractors (
This is the 8th EM&A report which summarizes the monitoring results and audit findings for the EM&A programme during the reporting period from 15th June 2006 to 14th July 2006.
The project area is in Area 38 of Tuen Mun
and the pipelines are located in
No air and noise sensitive receivers were identified close to the project area. However, water sensitive receivers and ecological sensitive receivers were identified in the EIA study, and are shown in Annex A.
A summary of the major works undertaken in this reporting period is shown in Table 2.1.

No monitoring was conducted during the reporting period. Water monitoring is expected to be commenced towards the end of the 2006 and dolphin monitoring was completed with the completion of piling activities.

No environmental complaint was received during the reporting period. A statistical summary of environmental complaints since project commencement is presented in Annex D.
No summons was received in this reporting period. A statistical summary of legal proceeding since project commencement is presented in Annex D.
As no environmental complaint was received over the last reporting period, no follow-up action was required.
Weekly site inspections were carried out by the ET on 16th, 23rd, 30th June and 7th, 14th July 2006. Overall, the site was in good orderly manner and no non-compliance was found. Environmental deficiencies and follow-up actions/mitigation measures were identified during the inspections, as follows:
Air Quality
·
Dust emission, caused by
vehicle movement within the site was observed during 14th July site
inspection. Although water tanker was
used, the Contractor should increase the water spraying frequency on a dry and
windy day. No noticeable dust emission
was observed during the stockpile loading activity and vehicle movement during
other site inspections;
·
Unpaved road appeared to be
regularly wetted during the dry days.
The site in general was also regularly wetted with water sprayed to the
dust generating activities;
·
Earth mounds and large
stockpiles were covered to avoid dust emission;
·
Site entrance/exit was
paved and wheel-washing facility was provided at the site exit to avoid dust
deposit in the access road;
·
Main access road within the
site (between site office and exit) was paved to avoid dust emission. Other sections of the major access road in
the construction area were paved with stones; and,
·
Hydro-seed was applied to
the large stockpile and the landscape bunds.
Hydro-seed will be applied to the new section of the large stockpile.
Noise
·
No noisy activity was found
during the audit; and,
·
An air compressor at the
Workshop was operated without noise label.
The Contractor was reminded to provide noise labels for all air
compressors before they can be used.
Water Quality
·
Water pondings were found
after rainstorm during the site inspections on 16th, 30th June and 7th
July 06. The Contractor should remove
the water pondings soon after the rainstorm;
·
Water was found accumulated
in the constructed sump pit during the site inspection on 14th July
06. The Contractor should either remove
the water in the pit or to spray the water ponding with mosquito oil regularly;
·
The wastewater generated
from the wheel-washing facility was reused.
However, the wastewater from the wheel-washing facility was seen flooded
onto the road surface causing water ponding during 16th June site
inspection. The Contractor should clear
the flooded water and control the flooding;
·
Manholes outside the site
were free of sand;
·
Site toilets were provided
on site. Septic tank was installed to
treat the sewerage from the site toilets.
No sewerage effluent discharge out of the site was made; and,
·
For the wastewater
generated from the site canteen, a tank/pit was installed to contain all
wastewater generated from the canteen.
The wastewater was collected by licensed operator regularly.
Waste Management
·
A bucket filled with brownish muddy water (probably
the wastewater removed from the drip tray of the generator) was found in the
chemical waste store near the site office during 30th June site
inspection. The bucket had no label and
not sealed. The Contractor should ensure
that all chemical waste should be stored properly in the chemical waste
containers with proper labeling. In
addition, water was found accumulated in the drip trays of the chemical waste
stores on site during 30th June, 7th and 14th
July 06 site inspections. The Contractor
was reminded to ensure that the drip trays are free of water/chemical
waste. If the water within the drip tray
appeared contaminated, such should be treated as chemical waste for disposal. As water was found accumulated in the drip
trays of the chemical waste stores during several site inspections, the ET
recommended the Contractor to use metal doors instead of curtain/screen that
are currently using, to prevent rainwater dripping into the stores. The Contractor replied that they will
consider installing metal doors for the chemical waste stores; and,
·
A stand-alone chemical drum (probably diesel oil
for the air compressor) without drip tray was found standing in the water
ponding next to the air compressor next to the operational building area during
7th July site inspection. The
Contractor should provide drip trays to contain all chemical drums on site,
which should also be located away from water ponding area;
Landscape and Visual
·
The transplanted trees at the new site were in good
and healthy conditions; and,
·
Grass appeared to grow well at the landscaping
bund.
Overall, the site was in a good orderly manner. Suitable mitigation measures, such as the use of water truck regularly and tarpaulin covers should continuous be used to ensure dust emission is avoided on site.
The ET will keep track on the EM&A programme to ensure compliance of environmental requirements and the proper implementation of all necessary mitigation measures.
The implementation status of environmental mitigation measures and requirements as stated in the EIA Report, Environmental Permits and EM&A Manual during the reporting period is summarized in Annex C.
Air and Noise monitoring was not required for the project.
Water quality monitoring at the monitoring stations was not required as no dredging activity was taken place.
According to the wastewater discharge license (industrial trade effluent) issued by the EPD on 15th March 06, the Contractor is required to conduct grab sampling/analysis on SS at the discharge point(s) quarterly. The Contractor indicated that the sampling was conducted in mid July.
The Contractor’s revised WMP (Revision 2) was certified by the ET and IEC, and submitted to the EPD on 3rd May 06.
As no dredging activity was conducted along the pipe trench during the reporting period, marine archaeological monitoring was not required.
According to the EIA report and EM&A manual, mitigation measures and site inspection are required during the landscaping/planting works. Hydroseeding of landscape bunds was conducted on site during the reporting period. The transplanted trees were in good and healthy conditions.
The final version of landscaping plan was received by the ET on 12th May 06. The ET and IEC have reviewed the plan and comments were issued. The revised Final Landscape Plan was submitted to EPD on 5th July 06.
The weekly site inspections included audits on landscape and visual issues to ensure that the site was in orderly acceptable manner.
According to the EIA report and EM&A manual, mitigation measures and design phase audit are required to minimise the risk of fuel spill and hazards.
The Contractor submitted the Environmental Designs for the tank farm and fuel pipelines to the ET on 24th April 06. The ET and IEC have reviewed the designs and comments were issued to the Contractor. The revised designs were submitted to EPD on 5th July 06.
Weekly site inspection covered the waste management aspects which included measures to prevent land contamination by chemical wastes.
No dolphin monitoring was conducted as there was no piling or dredging activities implemented during the reporting period.
Key issues to be considered in the next one month will include:
· Noise from operating machinery and equipment;
· Dust release and suppression.
Provided that environmental mitigation measures including good on-site practises are properly implemented, it is not expected that unacceptable adverse impact will arise.
Work programme for the next one month includes pile internal works (non-piling) and site works. Weekly site inspections will be undertaken.
